Update corrupts applications or stops them from executing

On 2015 Macbook Pro, after the update no applications would load/execute giving an error to the effect of "the application can't be opened". This included all OS X built-in apps like Safari/Mail/App Store as well as all 3rd party apps. I restored from Time Machine and tried a 2nd time with exact same results. Avoiding the update for now.
